What Works in Substance Use Prevention? Evidence, Innovation, and Implementation in a Nordic and European Context
This workshop introduces current evidence on what works in substance use prevention and explores how the Nordic countries can work systematically to develop and implement evidence-based prevention strategies. Research shows that effective prevention depends on long-term, high-quality, and well-implemented interventions that strengthen protective factors, reduce risk factors, and promote coordinated action across sectors and services.
The workshop critically examines emerging innovations in prevention science, including digital tools and data-driven approaches, and explores their potential both to reduce and to reproduce social inequities. Attention is given to the importance of ensuring that innovation is guided by human rights principles, non-discrimination, and the meaningful involvement of affected communities.
Norway’s policy framework will be presented as an example of how integrated, equity-oriented prevention strategies can be translated into practice. Stortingsmelding 5 emphasizes early intervention, cross-sectoral collaboration, and the strengthening of public health approaches to substance use, in close alignment with international recommendations.
A central component of the workshop is the European Prevention Curriculum (EUPC), developed by the European Union Drugs Agency (EUDA). The EUPC provides a standardized training framework designed to strengthen the quality, consistency, and impact of prevention efforts across Europe. It offers policymakers, leaders, and practitioners a shared understanding of which prevention approaches are effective—and why. Norway uses the EUPC as a tool for building competence and ensuring that prevention efforts are guided by evidence rather than tradition.
Contributors from across the Nordic region will provide short, focused inputs grounded in research, professional practice and experience.
The workshop aims to foster active dialogue, critical reflection, and shared learning, while illuminating key themes in prevention through evidence-informed methods, practical approaches, and professional judgement.
